The Ombudsman Made an Unannounced Visit to the Penitentiary Department

On April 10, Human Rights Ombudsman Artak Beglaryan made an unannounced visit to the RA Penitentiary 
Department. 

During the visit, the Ombudsman walked through some cells, got acquainted with the conditions of detainees, 
and had private talks with several convicts.The Ombudsman presented to detainees all their rights, emphasizing 
especially the right to apply to the Ombudsman, clarifying that at any time they can freely apply to the bodies 
dealing with their rights.

The Ombudsman paid special attention to the improvement of mechanisms for the prevention of torture and 
other cruel, inhuman or degrading treatment or punishment having discussions with both the detainees and 
the leadership of the penitentiary administration.

Some issues were recorded during the visit, and the Ombudsman will make additional studies and will make 
corresponding proposals.
